The title and the visible text match closely. This really is an appropriations adjustment bill and, so far as the excerpt shows, little else.
What does the Bible say about this?
The oldest budget question is not how much but how often the books are closed, and Scripture treats the periodic reckoning as an obligation rather than a courtesy: 'At the end of every seven years thou shalt make a release' (Deuteronomy 15:1). Section 3 of this bill is a release of that kind in miniature — every appropriation standing above what was spent or encumbered on June 30, 2025 is lapsed, the claim on it extinguished by the arrival of a date — though section 4 then reappropriates the June 30, 2026 balances forward, which is the opposite motion. The second demand is that the accounting be spoken and heard: 'Hear, I beseech thee, and I will speak: I will demand of thee, and declare thou unto me' (Job 42:4). A 266,870-character bill that amends ninety-five sections of another act by number, and states no total, is a declaration that is technically made and practically inaudible. Neither verse settles anything this bill actually decides: they do not say what a state owes its mental health programs, whether $2,897,000 for homestead exemptions is right or wrong, whether a lapse or a carryforward is the wiser practice, or who should hold the discretion section 7 hands to the Governor and a budget administrator.
